后发优势视角下云南民族地区文旅开发路径研究——以维西县启别村为例

摘　　要：依据后发优势理论,对后发优势及少数民族旅游发展进行了学术回顾,结合田野调查与相关文献,对启别村文旅开发中后发优势的实践理念及其创新进行思考。结果表明:启别村丰富的多民族人文景观及周边多样的自然景观,是其融入迪庆州全域旅游发展的优势。通过政府引入外部资本,促进乡村产业升级,打造地方民族文旅品牌与创新旅游产品;地方乡贤带头响应,建立民族团结示范村;村民积极参与,投身文旅产业;最终实现对周边旅游市场的优势互补,促进了地方旅游经济发展。从启别村文旅开发案例指出:充分利用地方民族文化和自然资源;政府、乡贤及村民三者在文旅开发过程中形成合作共谋,是云南少数民族旅游后发区进行文旅开发的重要实现途径。Based on the theory of late development advantage,this paper reviews the development of ethnic minority tourism.Combined with field investigation and related literature,it thinks about the practical concept and innovation of late development advantage in the development of cultural tourism in Qibie Village.The results show that the rich multi-ethnic cultural landscape and the surrounding diverse natural landscape of Qibie Village are the advantages of its integration into the whole tourism development of Diqing Prefecture.Through the introduction of external capital by the government,we can promote the upgrading of rural industry,and create local ethnic cultural tourism brand and innovative tourism products;Local sages take the lead to form a good public order and good customs,and establish a model village of national unity;Villagers actively participate in the cultural and tourism industry;Finally,it will complement the surrounding tourism market and promote the local economy.From the case of cultural and tourism development in Qibie Village,it is pointed out that the cultural and tourism development in backward ethnic minority areas needs to deeply tap the local culture and make full use of natural resources,and the cooperation among the government,The local sages and the villagers in the process of cultural and Tourism development is an important way to realize the tourism development in backward ethnic minority areas.
