贫困地区决胜全面建成小康社会的公共文化服务进展、贡献与经验--基于“十三五”时期贫困地区公共文化服务体系建设的调查研究

摘　　要：“十三五”时期,贫困地区决胜全面建成小康社会的公共文化服务成效显著,县级图书馆、文化馆和基层综合性文化服务中心建设取得新进展,公共文化产品和服务供给日益丰富,公共数字文化建设突飞猛进,社会化发展和体制机制改革取得突破,公共文化服务保障水平不断提高。贫困地区公共文化服务体系建设对全面建成小康社会的突出贡献表现为:丰富了群众精神文化生活,提高了公民道德素质;缩小了城乡区域发展差异,提升了均等化服务水平;助力贫困地区脱贫攻坚,促进了社会和谐稳定。贫困地区公共文化服务体系建设助力全面建成小康社会的基本经验包括:高位统筹,部门联动,压实地方政府主体责任;加强区域合作互助,促进区域协调发展;创新体制机制,激发发展活力;因地制宜,精准施策,重点突破。During the 13th Five-year Plan period,public cultural services in poverty-stricken regions has achieved remarkable progress toward the decisive victory of building a moderately prosperous society in all respects:new progress has been made in building county-level public libraries and culture centers and primary level comprehensive cultural service centers;the supply of public cultural products and services have been increasing,public digital cultural advancement has been promoted,major breakthroughs have been made in structural and institutional reforms,public cultural services have been consistently improved.Public cultural service system in poverty-stricken regions contributes to the building of a well-off society as follows:enriching the cultural life of our people and improving the moral quality of citizens;narrowing the gap between urban and rural regional development and enhancing equitable access to basic public services;contributing to eradicating the extreme poverty in poor regions and promoting social harmony and stability.The basic experience gained from developing public cultural service system in poor regions includes:ensuring overall planning at high levels and coordination between government departments,strengthening the responsibilities of local governments;enhancing regional cooperation and mutual assistance to promote coordinated regional development;innovating systems and mechanisms to stimulate development vitality;taking measures in line with local conditions,implementing precise policies and making breakthroughs in key areas.
