摘　　要：文章调研社会力量参与公共数字文化资源整合相关的现有制度,分析其外部特征和主题内容特征,解析出社会力量参与公共数字文化资源整合涉及宏观指导、参与方式、管理协调机制和保障措施等方面的主要制度。通过半结构化访谈了解社会力量参与公共数字文化资源整合制度建设的需求,发现在制度供给方面存在的不足。在此基础上,从宏观管理、平台建设、知识产权、运营保障等方面探讨社会力量参与公共数字文化资源整合制度体系的基本框架和具体内容。This article investigates the existing institutions related to social forces participating in integration of public digital cultural resources,analyzes their external characteristics and subjects,and marks those key ones referring to macro guidance,participation methods,management coordination mechanisms,and safeguards.Using semi-structured interviews,it explores the needs for institutional building and the weaknesses in institutional supply.With that,the paper probes into the basic framework and specific contents of the system of institutions that are responsive to social participation in public digital cultural resources integration,focusing on macro-management,platform construction,intellectual property rights,and operation safeguard.
