突发公共卫生事件下的社区治理研究

摘　　要：社区治理是国家治理的基层社会单元和关键环节,要求各类社区活动参与主体基于市场原则、公共利益和社区认同,遵守公平协商机制,共同参与应对社区公共需求,优化社区秩序。2019年末的新冠肺炎疫情对正在探索发展中的基层社区治理模式提出新的问题和挑战。重视社区在疫情防控中的基础性作用,居委会、业主委员会、物业企业成为这次突发公共卫生事件的社区治理参与主体,对本轮疫情控制和社会秩序快速恢复发挥了重大作用,但本轮疫情中的其他问题也不容忽视。通过对疫情发生后的各项事务总结,对各参与治理主体的危机下的角色处理提出更高要求,并寻找更好的应对策略和解决措施,以更好处理类似突发公共卫生事件。Community governance is the basic social unit and key link of national governance,which requires all kinds of community participants to follow the fair consultation mechanism based on the market principle,public interest and community identity,participate in responding to community public demand and optimize community order.At the end of 2019,the COVID-19 epidemic situation will bring new problems and challenges to the grass-roots community governance model.Community plays an important basic role in epidemic prevention and control.Residents'committee,owners'committee and property enterprises have become the main participants of community governance in this public health emergency,which has played an important role in the current round of epidemic control and rapid restoration of social order,but other problems in this round of epidemic can not be ignored.Through the summary of all affairs after the outbreak of the epidemic,higher requirements are put forward for the role of each participant in the governance under the crisis,and better response strategies and solutions are sought to better deal with similar public health emergencies.
