摘　　要：全面抗战爆发后,在毛泽东指示下,新四军部队挺进华中地区,开辟了华中敌后抗日根据地。在中共中央正确领导和新四军部队的大力协助下,华中各抗日根据地开展了卓有成效的建设工作,主要包括:建立“三三制”的抗日民主新政权、开展减租减息、组织大生产运动、发展文化教育事业等。这些举措不仅使华中抗日根据地人民在政治上享受着空前的民主与自由,在经济生活和文化生活上也得到了很大的改变和提升,极大地巩固和发展了华中抗日根据地,为全面抗战胜利奠定了坚实的政治基础、经济基础和群众基础。After the outbreak of the all-out Anti-Japanese War,under the instructions of MAO Zedong,the New Fourth Army troops marched into central China and opened up the anti-Japanese base behind the enemy lines in central China.Under the correct leadership of the CPC Central Committee and with the great assistance of the New Fourth Army,the anti-Japanese base areas in Central China carried out fruitful construction work,including plementing the new democratic regime of"Triple-Three Systems",reducing rents and interest rates,organizing mass production campaigns,and developing cultural and educational undertakings.These measures not only made the people in the central China anti-Japanese base enjoy unprecedented democracy and freedom,but also a big change and improvements of economic and cultural life.All these greatly consolidated and developed the central China anti-Japanese base areas.And laid a strong political,economic and mass foundation to the overall victory of the anti-Japanese War.
