松树病枯死树除治第三方监理的实践与探讨

摘　　要：松树病枯死树除治是松材线虫病侵染源隔离的重要措施。自2019年开始,歙县林业局引入第三方监理公司进行松树病枯死树除治监管。项目监理实践表明:实施松树病枯死树除治第三方监理是非常必要的,加强项目过程管理中的“一树一档”、严查烧堆清号处理、伐桩处理、覆膜或者网罩情况、覆土埋深情况等,是松树病枯死树除治第三方监理的主要内容与方法。同时建议某些特定地区可以考虑把第三方监管职能提升到督查角色,为松树病枯死树除治监管的服务创新提出了新的构想。The control of pine diseased and dead trees is an important measure to isolate the infection source of Bursaphelenchus xylophilus.Since 2019,She County Forest Bureau has introduced third party supervision companies to monitor the removal of dead and diseased pine trees.The practice of project supervision shows that it is very necessary to carry out the third-party supervision in the control of Pine diseased and dead trees.The main contents and methods of the third party supervision are to strengthen“one tree,one file”in the project process management,strictly check the treatment of burning pile,cutting pile,covering film or net cover,and covering soil depth,etc.At the same time,it is suggested that some specific areas may consider upgrading the third party supervision function to the role of inspection.
