摘　　要：人民至上是伟大建党精神的价值内核,坚持以人民为中心发展教育是新时代我国教育事业改革发展的根本遵循。江苏开放大学在新的赶考之路上,坚持以人民为中心的发展思想,强化“江苏人民的大学”的发展定位,更好满足全民终身学习的需要和对优质教育的期盼;建设“江苏人民的大学”,要以质量为先、特色为要、内涵为本、能力为长,勇做“十四五”期间开放大学高质量发展的领跑者,努力办好江苏人民满意的高水平开放大学。As putting the people first is the core value of the great spirit of the party building,adhering to the people-centered development of education is the fundamental principle for the reform and development of China's education in the new era.On the way to the new challenge,Jiangsu Open University will adhere to the vision of people-centered development,strengthen the development orientation of"Jiangsu People's University",and better meet the people's lifelong learning needs and the expectation of high-quality education.To build a"People's University of Jiangsu",we should put quality first,focus on characteristics,be based on connotation and emphasize on capability in order to be a leader in the high-quality development of open universities during the period of 14th Five-year Plan,and strive to run a high-level Open University that is satisfactory to the people of Jiangsu.
