当代中国的福利生产机制及其生成逻辑

摘　　要：作为一个系统性社会实践范畴,福利生产既是一国或地区福利治理实践过程的起始环节,也是衡量该国或地区福利治理效度的基础性指标。作为兼具激励和约束双重特质的社会关系范畴,福利生产机制的生成与发展往往受一定社会形态的历史文化、政治过程、经济体制、政府管理、社会转型、家庭结构等因素影响甚或决定,并对福利生产系统产生濡化作用。大体而言,福利生产机制体系主要由文化机制、政治机制、经济机制、社会机制、家庭机制所构成。以计划经济时代、改革开放时代、新时代三个重要发展阶段为切入点,对当代中国“福利生产机制及其生成”这一福利经济问题加以探讨和总结,有助于充实中国福利理论体系,助力福利治理实现高质量发展。In modern society,as a systematic social practice category,welfare production is not only the beginning of the practice process of welfare governance in a country or region,but also the basic index to measure the validity of welfare governance in that country or region.As a category of social relations with motivation and restraint,the formation and development of welfare production mechanism is often influenced or even determined by the historical culture,political process,economic system,government management,social transformation,and family structure of a certain social form,and has an retro-action influence on the welfare production system.Generally speaking,the welfare production mechanism system is mainly composed of cultural mechanism,political mechanism,economic mechanism,social mechanism and family mechanism.Taking the three important historical stages of economic and social development of China-planned economy era,reform and opening up era,and new era-as the starting point,this paper discusses and summarizes the welfare economy problem of“welfare production mechanism and its generation”in contemporary China,which may enrich China's welfare theory system and even help welfare governance to achieve high-quality development.
