从“堕距”到“融合”:社会“智”理何以“适老化”?

摘　　要：在智慧城市、社会治理智能化成为推进国家治理现代化的共识主张与行动策略背景下,面对人口老龄化加深的现实,社会“智”理何以“适老化”,以克服老年人的数字排斥,成为一个亟待研究和解决的问题。基于堕距理论的研究发现,公共服务供给的数字化与智能化加剧代际文化堕距,进而导致出现“工具失灵”困境、“效能”不佳等等问题,致使老年群体“获得感”偏低。文章从“资源堕距”“制度堕距”和“文化堕距”不同层面分析和探讨智能社会发展和老龄人口适应之间出现的问题,给我国社会“智”理“适老化”带来的挑战,并有针对性地提出跨越数字鸿沟的策略以供借鉴。In the context of smart cities and intelligent social governance as the consensus proposition and action strategy for advancing the modernization of national governance and in face of the reality of the deepening of the aging of the population,how the“intelligent social governance”can adapt to the elderly to overcome their digital exclusion has become a urgent problem to be studied and solved.Research based on the theory of cultural degeneration found that the digitalization and intellectualization of public service supply has aggravated the intergenerational cultural degeneration,which in turn led to problems like the“tool failure”dilemma,and poor“efficiency”,resulting in the low“sense of gain”of the elderly.The paper analyzes and discusses the challenges brought by the phenomenon of cultural degradation in the intelligent age to the“ageing”people from the material cultural level,institutional cultural level,and spiritual culture level,and proposes targeted strategies to bridge the digital division.
