摘　　要：可再生能源发电的间歇性和波动性给电力系统的安全运行带来了巨大压力,使得电力系统灵活性缺乏的问题更加突出。目前,我国灵活性调节主要依靠传统发电资源,但调节成本高,灵活性有限;由于缺乏合理的市场机制,其他类型的灵活性资源参与的积极性不高。对此,结合国外灵活爬坡产品参与电力市场的经验,首先阐述灵活爬坡产品的概念并与现有的辅助服务进行对比和区分;其次,对现有灵活性资源类型的应用前景进行总结;最后,结合我国电力市场发展阶段,提出了一种适应电力市场发展阶段的灵活爬坡产品实施路径。随着中国现货市场和辅助服务市场的发展,灵活爬坡产品的逐步引入可弥补灵活性资源市场交易机制的缺乏,促进可再生能源消纳。The intermittency and volatility of renewable energy power generation have brought tremendous pressure to the safe operation of the power system,making the problem of lack of flexibility in the power system even more serious.At present,China's flexibility adjustment mainly relies on traditional power generation resources,but the adjustment cost is high and flexibility is limited;due to the lack of a reasonable market mechanism,other types of flexibility resources are not actively involved in participation.In this regard,based on the experience of foreign flexible ramping products participating in the power market,this article first explains the concept of flexible ramping products,compares and distinguishes them with the existing auxiliary services;secondly,this paper summarizes the application prospects of the existing flexible resource types;Finally,in combination with the development stage of China's power market,a flexible ramping product implementation path that adapts to the development stage of the power market is proposed.With the development of spot market and auxiliary service market of China,the gradual introduction of flexible ramping products can make up for the lack of a flexible resource market transaction mechanism and promote the consumption of renewable energy.
