摘　　要：促进乡村新型服务业高质量发展,对于创新性实施乡村振兴战略意义非凡。在界定乡村新型服务业内涵的基础上,从生产性服务业、生活性服务业和综合性公共服务业3个方面,通过评价指标对乡村新型服务业的发展质量进行实证分析。同时指出中国在实现乡村新型服务业高质量发展方面,还面临着顶层设计不够完善、服务供给能力相对滞后、要素资源聚集存在短板和配套保障体系不够健全等现实障碍。为此,必须强化顶层设计和科学规划,优化服务供给类型和层次,推进要素集聚和创新发展,加强相关保障体系建设,提高宣传力度和理性认知等对策措施。Promoting the high-quality development of new rural service industries is of great significance for the innovative implementation of the rural revitalization strategy.On the basis of defining the connotation of the new rural service industry,this paper conducts an empirical analysis of the development quality of the new rural service industry through evaluation indicators from three aspects:producer service industry,life service industry and comprehensive public service industry.At the same time,it points out that in the aspect of realizing the high-quality development of new rural service industry in China,there are still some practical obstacles,such as the imperfect top-level design,the relatively backward service supply capacity,the short board in the accumulation of factor resources and the imperfect supporting security system.To this end,it is necessary to take measures such as strengthening top-level design and scientific planning,optimizing the types and levels of service supply,promoting element clustering and innovative development,strengthening the construction of related security systems and improving publicity and rational awareness.
