摘 要:舰船维修保障能力是海军战斗力建设的关键一环,维修资源能否合理配置,不仅关乎经济利益,更将决定舰船战斗力。因此,从项目管理角度,对舰船维修项目资源配置优化问题进行研究。首先,在传统配置过程和方法基础上,分析项目活动R-T规律和三种实施模式;然后,建立基于舰船状态的资源预测模型,分析项目优化目标和两大约束;最后,建立基于多模式选择的项目资源配置模型,总结资源配置过程和优化求解的流程。算例验证结果表明:该优化配置方案能有效提升项目目标。Ship maintenance and support capabilities constitute a key factor of the naval combat effectiveness.Proper allocation of maintenance resources is not only related to economic interests,but also determines the combat effectiveness of ships.From the perspective of project management,the optimization of resource allocation for ship maintenance projects was studied.Firstly,on the basis of traditional configuration process and methods,the R-T law of project activities and three implementation modes were analyzed.And then a resource prediction model based on ship status was established,and project optimization goals and two major constraints were analyzed.Consequently,a project resource configuration model based on multi-mode selection was established in summary of the resource allocation and the optimization solution process.The numerical calculation shows that the optimized allocation plan can effectively improve the project goals.
