河北省科技型中小企业创新的金融支持政策演化及效果评价

摘　　要：伴随科技型中小企业的资金需求变化,河北省出台了一系列金融支持政策,经历了以科技信贷为主的单一金融政策——以创业投资和资本市场引领的多元化金融政策——综合化科技金融政策体系——以信息技术为导向的金融政策的演化过程。基于2010—2019年河北省97份科技金融政策文件,运用灰色关联度及耦合协调度模型对政策效果进行了实证检验。研究结果表明,河北省金融支持政策与科技型中小企业创新产出的灰色关联度排名较为靠后,河北省金融支持政策与科技型中小企业创新的耦合度在0.5左右徘徊,耦合协调度呈现良好发展趋势,但耦合协调水平依然不高。未来河北省应加大科技金融政策执行力度,精准调整科技金融政策投向,消除科技金融政策盲区。With the change of capital demand of technological SMEs,Hebei Province has issued a series of financial support policies,which has experienced the evolution process from a single financial policy dominated by science and technology credit——a diversified financial policy led by venture capital and capital market——a comprehensive technology finance policy system——a financial policy system oriented by information technology.Based on 97 copies of technology finance policy documents in Hebei Province from 2010 to 2019,this paper makes an empirical test on the policy effect by using the grey correlation degree and coupling coordination degree model.The results show that the grey correlation degree between financial support policy and innovation output of scientific and technological SMEs in Hebei Province is relatively low,the coupling degree between financial support policy and innovation of scientific and technological SMEs in Hebei Province hovers around 0.5,and the coupling coordination degree shows a good development trend,but the coupling coordination level is still not high.In the future,Hebei Province should strengthen the implementation of technology finance policies,accurately adjust the direction of technology finance policies,and eliminate the blind spot of technology finance policies.
