摘　　要：近代警察制度在中国确立后,历届政府当局在建构新型治安防控体系,加强社会控制的同时,也在努力凸显警察服务社会以及对于公共事业的管理职能。与此同时,警察职能出现泛化的倾向,一方面是固有传统职能的不断强化,另一方面是警察在诸多行政领域的介入。权责混乱带来的职能扩张与偏离,显示出近代中国警察制度虽已建立,但警察职能还需要在法律层面和制度框架内加以规范与完善。After the establishment of modern police system in China,successive governments kept building a new type of public security management system to tighten the control as well as emphasizing the police function of public service and management.The police function appeared a tendency of expansion,getting involved in more and more administrative affairs while the traditional functioned still be strengthened.Expansion and deviation of police function caused by the ambiguity of powers shows the demand of defining police power and function by law and regulations based on the existing system.
