摘　　要：为贯彻落实习近平总书记关于"要完善重大疫情防控体制机制,健全国家公共卫生应急管理体系"的指示要求,强化我国应对突发公共卫生事件的应急管理能力,需要从我国乃至全球在COVID-19疫情防控实践中汲取经验教训,推动法律修订与预案调整的并行实施。立法中应当以包裹立法的方式推动有关法律的系统性修订,地方立法也应紧跟国家立法进行动态调整;同时,通过程序性规则保证应急预案体系的并行调整和定期优化。To implement the directive of General Secretary Xi Jinping on perfecting the prevention and control system mechanism of major epidemic situations and perfecting the national public health emergency management system,and strengthen Chinese emergency management ability in response to public health events,it is necessary to draw useful experience from preventing COVID-19 in China and other countries,and promote the parallel implementation of law revision and plan adjustment.Systematic revision of relevant laws should be promoted in the form of packaged legislation,the dynamic adjustment of local legislation should be carried out keeping in step with national legislation.At the same time,the parallel adjustment and regular improvement of emergency plan system should be achieved by the establishment of procedure rules.
