南方集体林区国家公园体制的建设难点与对策分析--以武夷山国家公园为例

摘　　要：在对武夷山国家公园开展实地调研的基础上,总结其试点经验,分析南方集体林区建设国家公园体制的难点问题,并结合域外经验与我国国情寻求解决方案,围绕化解人地矛盾、完善管理体制、协调利益冲突、平衡生态保护与经济发展、促进园区有效执法等五个方面提出了相对具体、具有可操作性的对策建议。Based on the field investigation of Wuyishan National Park,this paper summarized its pilot experience and analyzed the difficulties in the construction of the national park system in the southern collective forest area.It seek solutions through the study of overseas experience and combined with China's national conditions.It put forward relatively specific and operable countermeasures around five aspects to effectively promote the construction of national parks in southern collective forest area,which included that resolving the contradiction between people and land,improving management systems,coordinating conflicts of interest,balancing ecological protection and economic development and promoting effective law enforcement in national park.
