乡村振兴战略下农村村级集体经济发展情况研究--以镇江市为例

摘　　要：以2019年镇江市农村村级集体经济发展情况调研统计数据资料为基础,介绍农村村级集体经济的发展现状,分析区位促进、村社结合、物业发展、项目推进、委托理财5类发展模式,探讨发展过程中存在的发展不平衡、制度不完善、收入支撑少、政策落地难以及支出负担重等矛盾问题,并从发展特色产业、盘活存量资产、发展合作经济、强化人才支撑、加强上级扶持等方面对促进农村村级集体经济发展提出了建议和措施。The development of village-level collective economy is an important way to realize the strategy of Rural Revitalization Strategyand to solve the issues concerning agriculture,countryside and farmers.Based on the survey data of village-level collective economic development in Zhenjiang City in 2019,this paper introduced the development status of village-level collective economy in rural areas andanalyzed five development models including location promotion,village community integration,property development,project promotion and entrusted financial management.It also discussedsomecontradictions and problems existing in the development process of village-level collective economy,such as unbalanced development,imperfect system,less income support,difficult policy implementation and heavy expenditure burden.Finally it put forward some suggestions and measures to from aspects of developing characteristic industries,revitalizing stock assets,developing cooperative economy,strengthening talent support and superior sup-portto promote development of village-level collective economy for stimulating the vitality of rural development constantly to achieve the goal of Rural Revitalization Strategyfinally.
