论新精神活性物质的滥用现状及管制对策

摘　　要：新精神活性物质作为第三代"毒品",具有更迭快、易制作等特性。在我国及全球范围广泛传播,滥用现象日趋严重,社会公共安全受到严重威胁。新精神活性物质的独特性、法律监管缺失、宣传教育不足等原因导致其滥用问题突出。针对问题提出管制对策,可从源头治理,对易制毒化学品进行管控;从立法补足,增补新精神活性物质立法,及时更新新精神活性物质种类;从宣传教育预防,丰富宣传教育内容及形式,突出重点人群教育等,从而有效抑制新精神活性物质滥用。As the third generation of"drugs",new psychoactive substances(NPS)have the characteristics of rapid change and easy production.The increasingly abuse of the NPS in China and around the world,which is due to its uniqueness,lack of legal supervision,publicity and education and other reasons,seriously threatens the public security.To solve the problem,we should put forward the following control countermeasures.From the source,precursor chemicals should be controlled;Form the legislation supplement,the legislation of NPS should be supplemented and the types of NPS should be updated in time;From the perspective of publicity and education prevention,the content and form of publicity and education should be enriched,and the education of key groups should be prominent.In this way,the abuse of NPS can be effectively restrained and its corresponding control can be improved continuously.
