失智老人机构照护服务优化研究——高端养老机构的案例与思考

摘　　要：我国养老机构照护服务的供给与需求互不衔接,尤其是失智老人的机构照护服务需求无法得到有效满足,失智老人机构照护服务的优化成为推动健康老龄化的重要路径。文章选取高端养老机构作为研究切入点,运用案例分析法,探讨了某高端养老机构优化失智老人照护服务的做法与经验。研究发现:(1)机构照护服务优化有益于延缓失智症病程,具有可提倡性与可借鉴性;(2)高端养老机构优化失智老人照护服务的逻辑思路是在遵循已有科学评估标准的前提下,对失智老人实行个案管理,并依据失智老人的特殊需求精准供给;(3)养老机构在优化失智老人照护服务的过程中仍存在机构内部资金有限与外部支持不足的问题,需要政府、相关产业与养老机构协同合作。在此基础上,建议对加快养老服务供给侧改革与完善多层次的养老保障制度同时发力。The supply and demand of institutional care services for the elderly in China do not link up with each other,and what’s worse,the demand for institutional care services of the mentally retarded elderly cannot be effectively met.Therefore,the optimization of institutional care services for the mentally retarded elderly has become an important way to promote healthy aging.This paper selected high-end nursing homes as the focus of the study,and case analysis was performed to explore the practice and experience of optimizing care services for the mentally retarded elderly in a high-end nursing home.The study found that the optimization of institutional care services was beneficial to the delay of the course of dementia,which could be advocated and referenced.And the idea of high-end nursing homes to optimize care services for the mentally retarded elderly was based on the existing scientific evaluation criteria,carrying out case management for the mentally retarded elderly,and providing accurate supply according to their specific needs.Still,there were some problems such as limited internal funds and insufficient external support in the process of the optimization,which required the cooperation among the government,related industries and nursing homes.As a result,it is suggested that efforts should be made to speed up the supply-side reform of old-age services and to improve the multi-level old-age security system at the same time 。
