摘　　要：近年来中国部分传统资源型地区的社会经济已发生重大变迁,引发了原有行政区划结构不适应,已成为国土空间治理的难题。文章基于行政区划体系配置资源的特性,从产业结构转型、体制关系转变和管理模式转换等三个维度阐释了资源型地区行政重构、空间重组以及体制改革需求的生成机制,并以伊春市的行政区划调整为例,揭示了资源型地区政区改革的背景、过程与逻辑。最后,结合国土空间与行政框架高度同构的现实情境,探讨了未来资源型地区的政区改革方向,认为有必要融合生态系统、行政组织与利益主体,以整合资源治理空间、契合地区功能定位以及提升公共服务效率为原则,探索管治尺度的重构路径,重塑与国土空间新功能相耦合的行政框架。The socio-economics of some traditional resource-based regions in China has undergone significant changes in recent years, which has triggered the maladjustment to the original administrative division(AD) structure, and has become a difficult problem for the spatial governance of the national territory. Based on the characteristics of the AD system in allocating resources, this paper explains the generation mechanism of administrative restructuring, spatial reorganization and institutional reform needs in resource-based regions in three aspects: industrial structural transformation, changes in institutional relationship and management mode conversion, and reveals the background, process and logic of AD reform in resource-based regions by taking the AD adjustment to Yichun City as an example. Finally, in the light of the real situation that the territorial space and administrative framework are tightly linked, the future direction of political reform in resource-based regions is discussed, and it is considered necessary to integrate the ecosystem, administrative organization and interest subjects, and to explore the reconstruction path of the governance scale based on the principles of integrating the resource governance space, fitting the functional positioning of the region and improving the efficiency of public services, so as to reshape the administrative framework coupled with the new functions of the territorial space.
