摘　　要：在贸易保护主义和新冠肺炎疫情的双重影响下,国际市场需求萎缩,世界经济发展低迷,加强地区间合作、推动区域经济一体化成为各国应对危机和拉动经济复苏的重要方式。CPTPP是美国退出TPP后由日本主导的新贸易协定。与TPP相比,CPTPP在全球的规模和影响力有所弱化,但其仍保留了TPP大部分原始条款,依旧是高标准、高水平的区域自由贸易协定。CPTPP的生效对亚太区域经贸格局和中国对外经贸环境将产生重大影响。对于中国来说,如何全面、理性地认识、评价并从容应对CPTPP的高标准贸易规则十分重要。加入CPTPP有利于中国经济向高质量发展迈进、进一步深化国有企业改革、促进高科技企业发展,但也面临知识产权、劳工规则、环境保护、数字经济领域的挑战。为此,需要加快知识产权保护制度建设和贸易自由化进程,推进自由贸易区和"一带一路"建设。Under the dual impact of trade protectionism and COVID-19 pandemic,the demand of international market is shrinking,and the development of world economy is sluggish.Strengthening inter-regional cooperation while promoting regional economic integration has become an important way for countries to cope with the crisis and stimulate economic recovery.CPTPP is a new trade agreement led by Japan after the United States withdrew from the TPP.While the global scale and influence of CPTPP have been weakened compared with those of TPP,CPTPP is still a high-standard and high-level regional free trade agreement as it inherits most of the original provisions of TPP.The implementation of CPTPP will have a significant impact on the economic and trade pattern in the Asia-Pacific region and China’s foreign economic and trade environment.It is particularly important for China to comprehensively understand,rationally evaluate and calmly deal with the high-standard trade rules of CPTPP.Although faced with challenges in the fields of intellectual property rights,labor rules,environmental protection,and digital economy after joining the CPTPP,China will seize the opportunity to move towards high-quality economic development,further deepen the reform of state-owned enterprises and promote the development of high-tech enterprises.Therefore,it is necessary to accelerate the construction of intellectual property protection system and trade liberalization process and promote the construction of free trade zones and Belt and Road Initiative.
