摘 要:国内学界普遍认为日本积极接受留学生不仅是一项教育政策,更是一项经济、外交政策,是日本提升国际竞争力的战略之一。从接收10万留学生到接收30万留学生的政策转变既是数量的增加,也是从强调“知识性国际贡献”到“获取优秀人才”的质变。日本学界以分析、解释留学生政策的具体内容为主要视角,既有留学生政策走向及应对等宏观方面的探讨,亦有就学生语言、心理发展等微观层面的实证研究。中日学界一致认为日本政府和民间充分认识到接收留学生的意义,提出留学生数量与质量并重、严格留学生管理和服务、保持政策的持续性以及将提高高等教育实力等策略。The Chinese domestic academic circles generally consider the Japanese international students acceptance policy is not only an education policy,but also a policy of economics and diplomacy which is included in the strategies of promoting international competitiveness for Japan.The change of policy from accepting 100 thousand to 300 thousand international students is not only an increase in number but also a qualitative change of Japan’s focus from“international intellectual contribution”to“obtaining talents”.From the perspective of analyzing and explaining the specific contents of the policy,the Japanese academic circles not only discuss the macro aspects such as the trend and response of the policy,but also carry out empirical research on the micro aspects such as students’language and psychological development.The Chinese and Japanese academic circles agree that the Japanese government and the people fully realize the significance of receiving international students,and put forward strategies such as paying equal attention to the quantity and quality of the students,strict management and service,maintaining the continuity of policies,and improving the strength of higher education.
