摘　　要：伴随城市经济与社会快速发展,城市区域常住人口数量日益增多,城市面临诸多突发性公共事件安全隐患。如何有效应对城市突发公共事件,科学理性地做好预警及快速应急管理,把广大市民的生命财产安全威胁降至最低,是政府各级职能部门的重要职责,也是考核国家公职人员绩效的基本衡量依据。文章立足于城市突发公共事件应急管理价值考量,探析蚌埠市应对新冠疫情的基本经验和应急管理现状,提出当前城市应急管理存在的问题及尚需进一步完善的建议。With the rapid economic and social development of Bengbu City,the number of permanent residents in the urban area is increasing day by day.At the same time,it also faces many unexpected public security risks.It is the government’s key function to efficiently deal with public emergencies in cities.It is quite important to develop scientific strategies of pre-warning and rapid response to minimize the threat to the lives and property of the general public.This is also the basic basis for assessing the performance of national public servants.Based on the value consideration of city emergency management,this article analyzes the basic experience and emergency management situation of Bengbu in response to COVID-19,and solves the city’s emergency management problems and proposes suggestions for further improvement.
