摘　　要：目的对北京市三甲医院的科研绩效进行分析,为科研管理相关决策提供参考。方法收集医院2013年1月1日-2019年12月31日期间,78个科室的科研投入(科研经费和人员职称)和科研产出(论文、专利和成果奖励)数据,按照医院发展规划分成4类,选取适宜的指标构建DEA模型,对医院的科研绩效进行评估。结果从科研投入分析,B类科室在经费投入的占比最高,C类科室在人员投入的占比最高。从科研产出分析,B类科室在论文和成果2项产出方面高于其他三类科室,而在专利方面C类科室的占比最高。DEA分析发现医院整体的科研绩效综合效率为0.951,纯技术效率为1.000,规模效率为0.951。其中A类、C类和D类科室的综合效率为1。B类科室的综合效率为0.951,出现规模递减。分析其投入冗余和产出不足发现,B类科室存在论文产出不足的情况。结论医院的科研规划能够得到有效落实,专业优势学科的科研规模有待提升,应从做好医院科研发展顶层设计、加强科研项目过程管理和完善综合性的科研绩效考核体系出发,进一步建设和发展医院科研体系和科研能力。Objectives To analyze the scientific research performance of a Three A and Tertiary hospital,and provide reference for scientific research management decision-making.Methods The data of scientific research inputs(including funds and Personnel title)and outputs(including scientific papers,patents and achievements awards)of the departments from January 1st,2013 to December 31st,2019 were collected,and departments were divided into four categories according to the program of hospital development.Appropriate indicators were selected to construct a DEA model to rate the scientific research performance of the hospital.Results From the analysis of scientific research investment,type B departments had the highest proportion of financial investment,while type C departments had the highest proportion of personnel investment.From the analysis of scientific research output,type B departments were higher than the other three types of departments in terms of output of papers and achievements,while type C departments accounted for the highest proportion in terms of patents.According to the DEA analysis,the total efficiency(TE)of the hospital was 0.951.The pure technical efficiency(PTE)was 1.000 and the scale efficiency(SE)was 0.951.The TE,PTE and SE of Group A,Group C and Group D departments was 1.000.The TE of Group A departments was 0.951,showed a scale decline.By analyzing its input redundancy and output insufficient.it was found that scientific paper output showed insufficient.Conclusions The scientific research planning of hospital could be effectively implemented,and the scientific research scale of preponderant disciplines needs to be improved.The scientific research system and scientific research ability of hospital should be further built and developed by top-level design of scientific research development,strengthening the process management of projects and perfecting the comprehensive scientific research performance assessment system.
