摘　　要：随着社会经济不断发展,环境保护与经济发展的矛盾和渔业资源保护同渔民民生之间的矛盾日益突出。全面禁捕政策背景下,渔业生态补偿、渔民生活补偿制度是解决长江流域生态环境恶化和渔民民生问题的重要内容。该文以岷江流域地区宜宾市、泸州市为例,依据两地渔民现状、政府转产转业措施及进展,深入分析渔民转产转业困境。With the continuous development of social economy,the contradiction between environmental protection and economic development and the contradiction between fishery resource protection and fishermen’s livelihood have become increasingly prominent.Under the background of the comprehensive fishing ban,the fishery ecological compensation and fishermen’s livelihood compensation system are important content to solve the ecological environment deterioration and fishermen’s livelihood problems in the Yangtze River Basin.This article will take Yibin City and Luzhou City in the Minjiang River Basin area as examples.Based on the status quo of fishermen in the two places,the government’s measures and progress in switching industries,the article will deeply analyze the plight of fishermen switching industries.
