摘 要:研究目的:理论分析工业用地错配对区域绿色发展的影响机理,以期为优化工业用地配置进而促进绿色高质量发展提供科学的政策指导。研究方法:固定效应模型与系统广义矩模型。研究结果:(1)工业用地错配对区域绿色发展产生的影响具有时间上的滞后性和持续性;(2)工业用地供给规模失衡,将挤占居住用地供应,抑制绿色技术创新,阻碍产业结构升级,而不利于区域绿色发展;(3)工业用地供给方式失当,会使得大量低质企业被引进,短期内带来巨大投资而促进GDP增长,但会损害长期的经济发展效益,同时造成愈发严重的环境污染问题,而阻碍区域绿色发展。研究结论:未来应改革政府政绩考核体制与财税体制;制定规范、灵活的供地方式与标准,提高工业用地配置与利用效率;优化土地供给结构,引导产业结构升级,发挥市场对工业用地配置的决定性作用。The purpose of this study is to analyze the impact mechanism of industrial land misallocation on regional green development in a theoretical way,in order to provide scientific policy guidance for optimizing the allocation of industrial land and promoting green and high-quality development.The research methods used include fixed effects model and the systematic generalized moment model.The results show that:1)the impact of industrial land misallocation on regional green development has hysteresis and persistence.2)The imbalance in the scale of industrial land supply occupies the supply of residential land,inhibits green technology innovation and hinders industrial structure upgrading,which is not conducive to regional green development.3)The improper supply of industrial land leads to the introduction of a large number of low-quality enterprises,brings huge investment and GDP growth in the short term but damages the long-term economic development benefits,and causes more and more serious environmental pollution problems,which negatively affects the green development of the region.In conclusion,the government’s performance evaluation system and the fiscal and taxation system remain to be reformed;standardized and flexible land supply methods and standards are expected to be formulated to improve industrial land allocation and utilization efficiency;the industrial land supply structure should be optimized;the upgrading of industrial structure should be promoted,and the decisive role of the market in industrial land allocation should be enhanced in the future.
