摘　　要：区域粮食安全是经济发展和社会安全稳定的基本前提,同时也是维护互信友好、互利共赢的区域国家间关系和参与国际政治博弈的重要影响因素。东盟与中日韩大米紧急储备(APTERR)是世界第一个、也是迄今唯一正式生效的区域性粮食紧急储备合作机制,具有较高的国际关注度和影响力。本文聚焦APTERR机制,通过对相关调查报告、协议文件以及官方网站新闻报道等数据、文献的深入分析,研究该机制的创设背景、运行以及执行进程。在此基础上深入剖析中国参与APTERR的行动状况与不足,提出未来发展的政策建议。研究指出,在APTERR机制建设和推进中,中国在机制建立、日常工作开展和具体投放实践中发挥着一定的作用,但也呈现出缺乏系统性谋划、参与度低、尚未形成切实有效的日常合作机制和长期性项目合作等不足。未来中国应当强化战略认知,发挥区域大国效应,增强中国区域合作议程设置能力;创新APTERR机制建设;积极筹划推进第一层级和第三层级投放,寻求区域可持续发展;落实领导人会议成果,抓住疫情危机时机,引领机制的拓展;对外派驻农业外交官和专家,增强话语权与影响力。Regional food security is regarded as the basic premise of economic development and social stability,and it is also a key factor in maintaining mutual trust and win-win cooperation among regional countries as well as participating in international political games.Acknowledged to be the world’s first and only regional emergency food reserve cooperation mechanism officially in effect,ASEAN Plus Three Emergency Rice Reserve(APTERR)has attacted remarkable international attention and cast pronounced influence over the globe.This paper focuses on APTERR mechanism,comprehensively conducts analysis of relevant investigation reports,agreement documents,official website information and other first-hand data and literature,elaborates the setting-up background,operation mechanism and implementation process of the mechanism.On the basis of such context,this paper conducts in-depth analysis to study practices and deficiencies of China’s participation in APTERR,presenting policy options for the future development of APTERR.The study emphasizes that in the process of construction and evolvement of APTERR,China exerts positive influence in mechanism setup,routine operation and policy implementation.However,there are also some drawbacks,such as the lack of systematic planning,participation,feasible routine cooperation mechanism and long-term project cooperation.In the future,China is supposed to strengthen strategic cognition,exert influence as major regional power,and enhance the ability to formulate regional cooperation agendas;to provide innovative solutions to APTERR development;to actively plan and promote policy deployment on the first and third level,seeking regional sustainable development;to implement outcomes of leaders’meetings,seizing the opportunity in the coronavirus crisis,taking lead in the expansion of APTERR mechanism;to send agricultural diplomats and experts to posts abroad,amplifying the discourse power and influence.
