摘　　要：在新时代社会主要矛盾转化背景下,农村基层党建重点随之发生变化。基层党组织工作现实指向集中于两点:解放和发展生产力、满足群众新需求。社会主要矛盾转化是生产力发展状况和群众新需求共同作用的结果,成为了加强农村基层服务型党组织建设的新背景。同时,以提高制度效能为目的的推进国家治理体系和治理能力现代化的时代重任和农村精准脱贫、全面振兴的现实挑战亦构成加强基层党建的外部动因。而中国共产党自我革新,保持先进性和革命性的本质特点、凸显服务职能,彰显新时代以人民为中心的治国理念构成加强基层党建的内部动因。Under the background of the transformation of the social principal contradiction in the new era,the focus of rural grass-roots Party building has changed accordingly.The realistic direction of the grass-roots Party organization work focuses on two points:emancipating and developing the productive forces and meeting the new needs of the masses.The transformation of the social principal contradiction is the result of the development of the productive forces and the new demands of the masses,and it has become the new background of strengthening the construction of the rural grass-roots service-oriented Party organizations.At the same time,the modernization of the country’s governance system and capacity for governance in order to improve the effectiveness of the system,and the realistic challenge of rural precise poverty eradication and overall revitalization also constitute the external motivation to strengthen the party building at the grass-roots level.The CPC’s self-reform,maintaining its advanced and revolutionary nature,highlighting its service functions,and manifesting the idea of people-centered governance in the new era constitute the internal motivation for strengthening the grass-roots Party building.
