摘　　要：艰险山区铁路建设工程是一个复杂系统,工程管理工作面临巨大挑战。通过对建设工程所处自然环境与社会经济环境的深入剖析,能够全面掌握工程建设管理影响因素,并应用解释结构模型得到直接关键因素,指导实际建设管理工作。本研究主要得到以下结论:对于复杂艰险山区铁路工程建设方案有重大影响的自然因素主要来自地质和气候环境,而在建设施工过程中,灾害环境和健康环境是最直接也是最大的风险源;与复杂艰险山区铁路工程建设最直接相关的是已有交通、能源利用与通信环境,同时区域内社会生活环境也不容忽视;提出艰险山区铁路复杂建设环境下工程管理应对策略。Given the complicated system of the construction project of mountainous and hazardous railway,the project management is facing huge challenges.Through an in-depth analysis of the natural,social and economic environment where the construction project is located,the factors affecting the engineering management environment can be obtained.The interpretive structure model(ISM)was used to obtain the direct key factors to guide the actual construction management.The main conclusions of this study are as follows:the natural factors that have a significant impact on the project construction plan are mainly from the geological and climatic environment,while in the construction process,disaster environment and health environment are the most direct and the biggest risk sources.The existing transportation,energy utilization and communication environment are most directly related to the construction of mountainous and hazardous railway.Meanwhile,the social and living environment in the region cannot be ignored.The project management countermeasures under the complex construction environment of mountainous and hazardous railway are proposed.
