摘　　要：官员财产申报制度的普及实施将有助于形成官员的外部监督机制,从而规避官员的道德和行为失范问题。在全面依法治国、全面从严治党时代背景下,加快建立健全官员财产申报制度,愈加紧迫而重要。当前,我们的官员财产申报制度已初步实施,取得了一定的积极成果,但尚未达到法律层面。平衡官员财产申报与财产私有权之间的关系,是司法实务中必须认真探讨的理论与实践问题,是完善相关法律体制过程中需要认真探讨的问题。The experience of various countries shows that the popularization of the official property declaration system will help to form the external supervision mechanism of senior officials,and thus avoid the moral and behavior anomie of officials.Under the background of the era of comprehensive rule of law and comprehensively governing the Party with strict discipline,it is urgent and important to accelerate the establishment and improvement of the declaration system for officials and property.At present,our official property declaration system has been initially implemented,and has achieved certain positive results,but it has not yet reached the legal level.Balancing the relationship between the relationship of official property declaration and property private power is a theoretical and practical problem that must be carefully discussed in judicial practice,and a problem that needs to be carefully discussed in the process of improving the relevant legal system.
