摘　　要：为进一步推进地震应急避难场所规划建设,更好地安置受灾人员,保障社会秩序稳定,做好震后快速恢复重建工作,提出地震应急避难场所规划原则:平灾结合、就近划分;安全保障、多灾种结合;全面覆盖、效率最高、权利平等,以保证安全有序进行灾后救援。In order to further promote the planning principles of earthquake emergency shelter,better arrange the persons who are hit by a natural adversity,guarantee the stability of social order,do well in the rapid post-earthquake reconversion,the research proposes the planning principle of earthquake emergency shelter,i.e.the combination of normality and disaster,division according to the distance nearby;combination of security guarantee and multi-hazards;overall coverage,the highest efficiency and equal rights,to ensure the safe and order rescue after disaster.
