摘 要:“卡脖子”事件与“卡脖子”技术,近几年来已为我国人民所熟知。面对“卡脖子”技术之困扰,各界普遍的反应是头痛医头、缺啥补啥,然而事实上有些弱项不是短时间能够实现赶超的。经验表明,举国的攻关式科研战略才是攻克关键“卡脖子”技术的最佳模式,各自为战的做法势必造成科研资源的巨大损失与浪费。要有效解决“卡脖子”问题,首先必须客观评估我国的科研实力,转变科研理念与科研管理方法,充分激发研究者的热情,使我国的科技事业快速发展,并最终成功解决“卡脖子”难题。The"neck sticking"event and the"neck sticking"technique have been familiar to the people of our country in the past few years.Facing the troubles of"neck sticking"technology,the general response is to make up for what is lacking.However,some weaknesses are not able to catch up in a short time.Experience has shown that a nationwide research strategy is the best way to overcome the key"neck sticking"technology,and the practice of fighting separately will inevitably lead to huge losses and waste of scientific research resources.To effectively solve the"neck sticking"problem,scientific research capabilities should be objectively evaluated,research concepts and management method should be transformed,and the enthusiasm of researchers should be fully stimulated,so as to make the rapid development of science and technology in China and ultimately solve the"neck sticking"problem successfully.
