摘 要:新发展阶段需要新动能和新理念。1998—2019年,中国工业绿色生产率总体呈显著增长的趋势。技术进步已然成为生产率增长的核心动力。从时间维度看,2012年是绿色生产率变化的重要转折点。1998—2011年,依赖传统的技术进步和效率改善的发展动能是工业生产率增长的主要源泉。十八大以来,中国工业生产率增长的动力源泉发生了重大转变,绿色技术进步的作用日益凸显,与环保减排相关的绿色新动能对工业生产率增长的贡献不断提升,逐渐成为工业生产率增长的核心源泉。从区域维度看,东、中、西部的绿色生产率驱动因素差异明显,东部地区工业增长的绿色动能最显著,是全国绿色技术创新的主力军。总之,由绿色技术进步带来的新的绿色增长动力正在显现,绿色新动能无疑将是新发展阶段我国实现两碳目标的核心动力。The new stage of development calls for new growth drivers and new ideas.In 1998-2019,China’s industrial green productivity showed a significant trend of growth as a whole.Technological advances had already become a key driver of productivity growth.In the time dimension,2012 was an important turning point for the change in green productivity.Between 1998 and 2011,the main source of industrial productivity growth was the“development”momentum that relied on traditional technological advances and efficiency improvements.Since the 18th National Congress of the Communist Party of China(CPC),China has seen a major shift in the driving source of industrial productivity growth,with green technological advances playing an increasingly important role.The new“green”drivers related to environmental protection and emission reduction have considerably and continuously contributed to industrial productivity growth and they have gradually become the core source of industrial productivity growth.In the regional dimension,the driving factors of green productivity in eastern,central and western China are significantly different.?The most significant“green”momentum of industrial growth is in eastern China and it is the main force of green technology innovation in China.In short,new green growth drivers brought by green technological advances are emerging and they will undoubtedly be the core driving force for China to achieve carbon peak and neutrality goals in the new development stage.
