渤海油田伴生气液化回收政策法规适用性分析

摘　　要：渤海油田伴生气火炬排放燃烧量每年约为1.3亿m3,为解决平台伴生气燃烧排放带来的污染和能源浪费问题,提出渤海油田伴生气液化回收利用方案。通过在现役平台上进行局部改造,增设伴生气预处理、液化流程,液货充装存储及海陆联运,最终实现伴生气输送至陆地终端用户。为达到渤海油田伴生气液化回收利用方案的推广应用,需要全面开展与技术方案相关的政策法规适用性论证分析。The emission and combustion amount of associated gas torch in Bohai Oilfield is about 130million cubic meters per year.In order to solve the problems of pollution and energy waste caused by combustion and emission of platform associated gas,the liquefaction recovery and utilization scheme of associated gas is proposed.By the means of local modification on the active platform,increasing the associated gas pretreatment and liquefaction process,filling and storing,and the multimodal combined transport by rail and sea,the associated gas is finally transported to the end customers.In order to achieve the popularization and application of the scheme for the liquefaction-recovery and utilization of associated gas in Bohai Oilfield,it is necessary to carry out the demonstration and analysis of the applicability of relevant policies and regulations.
