摘 要:在"碳达峰、碳中和"目标下,"十四五"期间能源的增量主要由非化石能源提供,特别是由可再生能源提供。山西作为能源革命排头兵,为贯彻国家能源安全新战略,落实我国碳减排国际承诺,要把发展可再生清洁能源摆到更加突出位置,发挥可再生能源在中国减排路径中重要作用。概括分析了山西省"十三五"以来光伏、风电等可再生能源发展现状和存在的问题,提出今后加快山西省能源结构调整、促进可再生能源健康发展的建议。研究认为,要坚持科学规划,促进山西新能源与电网协调发展,深化电力市场改革,建立适应高比例新能源发电的电力市场机制,加快推广已经成熟的风电、光伏发电和电动汽车等低碳技术,完善分布式能源、风光(水)储一体化、源网荷储一体化等新能源开发利用政策等,提升可再生能源持续发展能力,助推山西能源革命和绿色低碳转型发展。Under the goal of"carbon peak and carbon neutrality", the increase in energy during the"14 th Five-Year Plan"period is mainly provided by non-fossil energy, especially renewable energy. As a pioneer in the energy revolution, in order to implement the new national energy security strategy and implement my country’s international commitments on carbon emission reduction, Shanxi must put the development of renewable clean energy in a more prominent position and play an important role in China’s emission reduction path. The article summarized the development status and existing problems of photovoltaic, wind power and other renewable energy since the 13 th Five-Year Plan in Shanxi Province, and put forward suggestions for accelerating the adjustment of energy structure in Shanxi Province and promoting the healthy development of renewable energy in the future. We should adhere to scientific planning, promote the coordinated development of Shanxi′s new energy and power grids;deepen the reform of the power market, establish a power market mechanism that adapts to a high proportion of new energy generation;accelerate the promotion of mature low-carbon technologies such as wind power, photovoltaic power generation and electric vehicles;improve the policies such as distributed energy, integration of wind and solar(water) storage, and integration of source network, load and storage, etc., in order to enhance the sustainable development of renewable energy, and promote Shanxi′s energy revolution and green and low-carbon transformation.
