摘　　要：农业转移人口市民化问题是中国经济社会建设的重心,政府相关政策是加快农业转移人口市民化的重要支撑。基于政策工具、政策目标层次及政策力度3个方面构建分析框架,以2015—2019年间中共中央、国务院及相关部委颁布的涉及农业转移人口市民化政策为研究对象,分析我国农业转移人口市民化的政策效用,得出如下结论:政府对环境类工具依赖过重,但需求类工具缺失,供给类工具不足;政府重视身份权利的市民化,却忽视行为意识的市民化;政策力度强而波动性较大。为此,应当优化并调整政策;加强政策互动,形成目标集合体;强化政策系统性,完善责任监督。Citizenization of agricultural transfer population has become the focus of China’s economic and social construction,and the relevant government policies are an important support to speed up the citizenization,and with the policies related to citizenization of agricultural transfer population issued by the CPC Central Committee,the State Council and relevant ministries and commissions between 2015 and 2019 as the research object,and based on the design analysis framework of three dimensions(policy tool,policy target level and policy intensity),this paper empirically analyzes the policy effectiveness of China’s citizenization of agricultural transfer population.The research have found the following conclusions:the government’s overdependence on environmental tools results in insufficient of supply tools and lack of demand tools;the citizenization of identity and rights is valued,but the citizenization of behavior consciousness is ignored;the policy intensity is strong but volatile.Therefore,Therefore,we should optimize and adjust the policy;strengthen the policy interaction to form the target aggregation;consolidate the systematicness of policy and improve the supervision of responsibility.
