摘　　要：制定《中华人民共和国乡村振兴促进法》,为全面实施乡村振兴战略提供有力法治保障,对于促进农业全面升级、农村全面进步、农民全面发展、全面建设社会主义现代化国家,具有重要意义。该法由党和国家振兴乡村的相关政策转化而成,在规范构造上呈现出正向激励的特征;以促进农民全面发展为价值基础,核心是保障农民发展权,促进农民成为乡村振兴的参与者、支持者和受益者;整体确立促进乡村产业振兴、人才振兴、文化振兴、生态振兴和组织振兴的制度措施,并在城乡融合、扶持措施、监督检查等方面与其他涉农法律法规相衔接。为保障该法有序运转,确保乡村振兴目标全面实现,应当建立党的领导、政府协同的监督机制和科学决策体系。The formulation of Rural Revitalization Promotion Law of the People′s Republic of China provides a strong legal guarantee for the full implementation of the Rural Revitalization Strategy,which is of great significance for promoting the overall upgrading of agriculture,the overall progress of rural areas,the overall development of farmers,and the comprehensive construction of a modern socialist country.The law is formulated on the relevant policies of the Party and the state to revitalize the countryside,showing the characteristics of positive incentive in the normative structure;based on the value of promoting the all-round development of farmers,the core is to protect the farmers′right to development and promote farmers to become the participants,supporters and beneficiaries of Rural Revitalization.The law establishes the system and measures to promote the revitalization of rural industry,talents,culture,ecology and organization,and link up with other agricultural laws and regulations in the aspects of urban-rural integration,support measures,supervision and inspection.In order to ensure the orderly operation of this Law and ensure the full realization of the goal of rural revitalization,we should establish a supervision mechanism and a scientific decision-making system under the leadership of the Party and the government.
