县域城镇化的区域差异与发展之道

摘　　要：当前,我国工商业主导型地区的县域城镇化呈现出“离土不离乡”的区县空间跨度、非农化的劳动力资源配置、外溢型的城乡资源流动方式等特征,农业主导型地区的县域城镇化呈现出人口“两栖式”空间流动、“半耕半工”的家庭劳动力配置、吸纳型的城乡资源流动方式等特征。虽然不同区域县域城镇化的具体实践存在较大差异,但其逻辑根源具有相通性,即农民家庭的经济伦理转型及其由此展开的行为策略构成了县域城镇化的拉力,政府主导的城镇化发展模式及推动策略构成了县域城镇化的推力。为此,需要将转变地方政府职能、培育农民家庭发展能力等作为着力点,推进县域“以人为核心”的城镇化发展。At present,the county urbanization in the industrial and commercial oriented areas in China presents the characteristics of"leaving the land but not leaving the hometown",non-agricultural labor resource allocation,spillover urban and rural resource flow and so on.The county urbanization in the agricultural oriented areas presents the characteristics of"amphibious"spatial flow of population,"half farming and half working"family labor allocation,and absorbing urban and rural resource flow.Although there are great differences in the specific practice of county urbanization in different regions,its logical roots are interlinked,that is,the transformation of economic ethics of farmers′families and the resulting behavioral strategies constitute the pull force of county urbanization,and the government-led urbanization development mode and promotion strategies constitute the thrust of county urbanization.Therefore,it is necessary to transform the functions of local government and cultivate the development ability of farmers′families,so as to promote the"people-oriented"urbanization development in the county.
