农村文化礼堂“图书馆 +”建设模式探析

摘　　要：农村的公共文化建设存在重复建设、文化资源分散、工作人员难以兼顾多个服务项目、服务缺乏可持续性、场馆利用率低等问题。借由浙江省建设农村文化礼堂的契机,嘉兴在文化礼堂中以“图书馆+”的模式建设礼堂书屋,通过空间融合、资源融合、服务融合、人员职责融合等手段,将农村相关的公共文化服务在同一个空间中集中提供,解决了基层工作人员不足的问题,实现了资源优势互补,保证了空间的正常开放和服务的持续性供给,有效地提升了嘉兴农村地区公共文化服务建设。经过3年的实践,嘉兴在基层推进“图书馆+”模式的做法证明是有效的,可以为全省乃至全国农村地区公共文化建设提供方法上的借鉴。Many problems are existing in the construction of public culture in the rural areas,such as overlapped construction,scattered resources,limited manpower,unsustainable service,and insufficient utilization.Taking the chance of cultural hall construction in Zhejiang province,Jiaxing city adopts the construction mode of“Library+”to build auditorium library branches in cultural halls.It integrates spaces,resources,services and staff to provide rural cultural services in one place.That is how the mode can address the problem of under-staffing,giving full play to the roles of both library and cultural hall and ensuring the open hours of both spaces and the services.As a result,the public cultural service construction in the rural areas of Jiaxing has been improved dramatically.The mode of“Library+”is proven to be effective at the community level after 3 years of experiment.The mode can be extended to the whole province and the whole country.
