摘　　要：重大突发公共事件所产生的文献资源具备文献价值、史料价值、社会价值。我国社会经历了多次重大突发公共事件,但我国公共图书馆尚未形成相关数字文献保存和服务的常态工作机制。文章全面梳理了日本国立国会图书馆“东日本大地震档案”项目的建设情况,总结其数字档案建设特点,提出了我国图书馆开展专题文献保存和服务的若干策略。Documents about public emergencies are of great literature,historic and social value.China has suffered from many major public emergencies,but there isn’t any effective mechanism for digital archive preservation and service to record the emergencies.This paper summarizes the practices of the National Diet Library Great East Japan Earthquake Archive,concludes the constructing features of digital archives and puts forward several strategies for collecting and recording major public emergencies'digital archives for public libraries in China.
