摘 要:随着交通强国战略的推进,强劲的交通建设需求与有限的交通走廊带资源之间的矛盾日益突出,公铁并行建设已成为充分挖掘有限交通走廊带资源的重要技术手段之一。公铁并行段一旦发生突发事件,其后果具有不可预测性,而高效的应急救援是减少事故伤亡的重要手段。依托兰合高速铁路与临合高速公路并行段为工程背景,分析突发性事件对高速铁路、高速公路运营安全的影响;从应急救援角度出发,分析公铁并行段对区域应急救援能力的影响;并提出设立“公铁并行段特别交通管控区”、制定“公铁并行突发事件专项应急预案”、构建“公路铁路两线快速联防响应机制”等管理措施。There exists a conflict between the strong construction demand and a limited traffic corridor with performing the transportation power strategy so that the approach of highway parallel with railway has become an important technical method.The cost of a traffic incident is unpredictable once an emergency happens on the section of highway parallel with railway,thus an effective emergency rescue is an important pillar to decrease fatality or severe injury.In this paper,relying on the Lanzhou-Hezuo high-speed railway and Linxia-Hezuo expressway,the effects of emergency accidents on the operation safety of section that the highway parallels with railway are analyzed.The paralleled section on the capability of regional emergency rescue is analyzed from the perspective of emergency rescue.The management measures,including establishing special traffic control zone for paralleled segment,special emergency plan of paralleled segment,and forming ajoint defense and response of a paralleled segment,are put forward.
