规划的人民性:城市战略层面公众意见的规划表达——以济南战略规划编制为例

摘　　要：公众参与已经日益成为规划工作的必要组成部分。由于战略类规划的相对专业性与高门槛,公众参与往往难以深入。同时公众参与的意见和结论,在转译为规划语言时容易出现边缘化倾向,导致规划决策和公众意见出现脱节。为更好的听取并吸收各方公众意见和建议,济南城市发展战略规划的编制开展了全过程、多群体、多途径的系列公众参与活动。通过聚焦城市问题、目标愿景、空间战略、品质生活等重要环节,将公众意见"转译"为规划语言体现在规划决策当中,提升规划的"人民性",让未来济南城市发展建设更好地为人民服务。Public participation has increasingly become a necessary part of planning. Due to the relative professionalism and high threshold, public participation in strategic planning is often difficult to deepen. At the same time, opinions and conclusions of public participation tend to be marginalized when translated into planning language, which leads to the disconnection between planning decision-making and public mind. In order to better listen to and absorb public opinions and suggestions from all sides, the compiling of Jinan urban development strategic plan has carried out a series of public participation activities in the whole process, multi-group and multi-channel. By focusing on urban issues, goal vision, spatial strategy, quality of life and other important links, public opinions are translated into planning language and embodied in policy decision, which enhances affinity to the people in planning and lets the future development and construction of Jinan serve the people even better.
