摘　　要：选取黑龙江省14个对外开放的中俄边境口岸城市为研究对象,从社会经济、资源环境、基础支撑和口岸建设四个方面构建三级评价指标体系,采用层次分析法、极值法、线性加权法和德尔菲法对沿边口岸城市发展潜力评价分级。结果表明:(1)各城市之间发展潜力差距较大,城市等级主导作用较强;(2)利好政策、交通网络和俄方城市是影响城市发展潜力的重要因素;(3)发展潜力较大的城市通常具有多项优秀指标,而均衡发展的城市指标潜力均较弱;(4)产业多元化、优化口岸规模结构、设施互联互通和要素空间流动是实现沿边口岸城市联动协同发展的重要对策。14 port cities along Sino-Russian border are selected as the research objects and three-level evaluation system of indicators is scientifically constituted from social economy, resource and environment, infrastructure support and port construction. The Analytic Hierarchy Process, extreme value method, linear weighting method and expert scoring method are used to generate the comprehensive scores and ratings. The results indicate that:(1) the gap of potential between each level of the cities is significant and city administrative level is a leading element;(2) favorable policies, transport network and cross-bordering Russian cities are the important indicators;(3) the cities with higher development potential usually have many excellent indicators while all the indicators are weak for the cities with balanced development;(4) multiple industries, the optimization of scale and structure of the port, inter-connection of the infrastructures and spatial flowing of the elements are the crucial strategies to realize the coordinated and synchronized development for the border port cities.
