修订《吉林省献血条例》探析

摘　　要：为适应卫生事业的发展,保障民生,改善吉林省采供血与医疗服务血液需求之间的矛盾,对修订《吉林省献血条例》进行探讨。从确立政府职责、强化献血宣传、鼓励并扩大献血参与人群、明确献血要求及返血相关政策、加强血液信息化体系建设、提倡科学合理用血、加大对献血者的激励政策及社会关爱等几方面进行研究,阐述修订《条例》的意义。修订后的《条例》将具有较强的针对性和可操作性,对保障日益发展的无偿献血事业、开创无偿献血新局面做到有效的法律支撑。In order to adapt to the development of health,protect people’s livelihood,and improve the contradiction between blood collecting and supplying and the blood demand of medical service in Jilin province,the contents of the Blood Donation Regulation of Jilin province were revised.This paper studied the establishment of the government’s responsibility,the strengthening of blood donation publicity,the encouragement and expansion of blood donation participants,the clarification of blood donation requirements and related policies,the strengthening of blood information system construction,the promotion of scientific and reasonable blood use,the increase of incentive policies for blood donors and social care,and expounds the significance of the revision of the regulations.This revised Regulations will have strong pertinence and operability,which can guarantee the growing cause of blood donation without compensation,create a new situation of blood donation without compensation,and achieve effective legal support.
