互助养老视域下基层医疗卫生服务机构的定位及发展策略

摘　　要：对互助养老提出的背景及对初级卫生服务提出的要求进行了阐释,分析了基层医疗卫生机构在服务定位和功能、服务评价、服务内容、服务人员和服务设施方面存在的问题,提出解决的对策:加强基层医疗卫生机构服务能力建设:建立以生活方式干预为重点的服务模式,将服务评价目标确定为持续有效满足群众需求的胜任力,要根据居民需要做好健康干预,充实非专业的社会服务人员,配备合适的检测和康复设备,更好地满足老年人居家养老医疗服务需求。This paper analyzed the background of mutual assistance for the elderly and the new requirements for primary health services.It analyzed in detail the problems existing in the service orientation and function,service evaluation,service content,service personnel and service facilities of primary health institutions,pointed out that we needed to strengthen the service capacity building of primary health institutions.It is necessary to establish a service model that focuses on lifestyle interventions,to set the goal of service evaluation as the competency to meet the needs of the masses continuously and effectively,to make health interventions according to residents’needs,to enrich non-professional social service personnel,to equip appropriate testing facilities,in order to better meet the needs of medical service of the elderly at home.
