摘　　要：中国资本市场已经成为我国社会主义市场经济体系的重要组成部分。中国共产党对资本市场的探索经历了一个长期艰辛的过程,经历了建党初期的萌芽、新中国成立伊始的探索、改革开放后的发展成长、十八大以来的不断规范与完善,最终确立了“市场化、法治化、国际化”与“规范、透明、开放、有活力、有韧性”的多层次资本市场体系,这一市场体系的提出与构建是党和人民共同实践的结果,是一项伟大的创造。立足新发展阶段,在新发展理念引领下,进一步完善资本市场基础制度建设,坚持资本市场的市场化改革方向,推进上市公司高质量发展,培育机构投资者与规制风险并重,构建国内国外互联互通的资本市场体系,建设市场化、法治化、国际化的多层次资本市场。China's capital market has become an important part of China's socialist market economy system.The Communist Party of China's exploration of the capital market has gone through a long and arduous process.It has experienced the budding of the founding of the party,the exploration at the beginning of the founding of the People's Republic of China,the development and growth after the reform and opening up,and the continuous regulation and improvement since the 18th National Congress of the Communist Party of China,and finally establishes"marketization,rule of law,internationalization"and"standardized,transparent,open,vigorous and resilient"multi-level capital market system.The proposal and construction of this market system,agreat creation,is the result of the joint practice of the Communist Party of China and the people.Based on the new development stage,under the guidance of the new development concept,it is necessary to further improve the construction of the capital market infrastructure,adhere to the market-oriented reform direction of the capital market,promote the high-quality development of listed companies,cultivate institutional investors and pay equal attention to regulatory risks,build domestic and foreign connectivity capital market system,construct a market-oriented,legalized,internationalized multi-level capital market.
