行人闯红灯违法行为自动监测技术及标准研究

摘　　要：行人闯红灯违法行为治理是城市道路交通安全管理的难点和重点,2020年行人闯红灯管理被纳入公安部道路交通事故“减量控大”重点工作。以往交警部门对行人闯红灯管理主要是现场劝导教育,管理效率低,成效不明显。近些年上海、深圳、南京等城市开始使用行人闯红灯警示系统加强行人闯红灯管理,行人闯红灯违法行为明显减少,行人过街安全明显提高。但由于没有标准的技术要求,系统存在警示方式不规范、警示效果不佳、个人隐私信息保护不足等问题。鉴于此,本文以公共安全行业标准《行人闯红灯警示系统技术规范》为背景,研究行人闯红灯警示技术,并根据《道路交通安全违法行为处理程序规定》(公安部令第157号)提出基于人脸识别技术的行人闯红灯管理方法,以提高行人闯红灯管理成效和行人过街交通安全。The management of pedestrians running red light violations is the focus of urban road traffic management and is also a difficult one.In 2020,this was listed as the key work in the“Reducing the number of accidents and curbing the major ones”by the Ministry of Public Security.In the past,the traffic police officers mainly deal with this traffic violation by on-site persuasion and education,which results in low management efficiency and poor management effect.In recent years,Shanghai,Shenzhen,Nanjing and other cities have begun to use the pedestrian running red light warning system to strengthen the management,which has significantly reduced the number of this violation and improved the safety of pedestrians crossing the street.However,due to the lack of standard technical requirements,the system has some problems such as non-standard warning methods,poor warning effect,insufficient protection of personal privacy information and so on.In view of this,this paper takes the public safety industry standard Technical Specifications for Pedestrian Running Red Light Warning System as the background to study the warning technology for pedestrians running red light and proposes a pedestrian running red light management method based on the face recognition technology in accordance with the Regulations on Road Traffic Safety Violation handling procedures to improve the effectiveness of pedestrian running red light management and pedestrian safety while crossing the street.
