摘　　要：基于主题框架法构建了甘肃省生态文明建设绩效评价指标体系,运用熵权法对甘肃省2004-2019年生态文明建设绩效水平进行了综合评价,采用耦合协调度模型对甘肃省生态文明各子系统的耦合协调性进行了测度与分析,引入障碍度模型得出甘肃省生态文明建设障碍因素。研究结果表明:2004-2019年间,甘肃省生态文明建设绩效水平总体呈稳步上升态势;生态环境、绿色生产、绿色生活、生态治理建设水平均呈现逐年提升趋势,生态环境和生态治理发展水平滞后于绿色生产和绿色生活;甘肃省生态文明建设处于耦合度高、中级协调阶段,整体仍处于发展水平欠佳局面;工业固废管理水平、农药化肥使用水平、能耗效率等是制约甘肃省生态文明建设的主要障碍因素。In order to explore an effective path for establishment of ecological civilization in Gansu Province,the paper pointed out a performance evaluation index system for establishment of ecological civilization in Gansu Province based on the subject framework method.From 2004 to 2019,the performance level of establishment of ecological civilization was comprehensively evaluated with the entropy weight method,and the coupling coordination degree model was used to measure and analyze the coupling coordination of the various subsystems of ecological civilization in Gansu Province.The obstacle degree model was introduced to obtain the obstacle factors for the establishment of ecological civilization in Gansu Province.The results showed that from 2004 to 2019,the overall performance of Gansu’s ecological civilization construction showed a steady upward trend;the level of eco-environment,green production,green life,and ecological governance showed an upward trend year by year,and the development level of green environment and ecological governance lags behind Green production and green life;establishment of ecological civilization in Gansu Province is in a highly coupled and intermediate stage of coordination,but still at a low level of development.Level of industrial solid waste management,level of chemical fertilizer and pesticide usage and energy consumption efficiency are the main obstacles restricting establishment of ecological civilization in Gansu Province.
