摘　　要：为推进国家治理体系和治理能力现代化,伴随着自然资源机构、职能整合,自然资源监测监管任务愈加繁重,时效性、智能化要求明显提高。5G、无人机、互联网、物联网、云计算与大数据、人工智能等新一代信息技术的发展为解决自然资源监测监管的新难题赋能。本文从应用“5G+无人机”等新一代信息技术实现自然资源智能感知监测监管体系建设需求出发,研究自然资源监测监管现状,梳理自然资源业务体系与需求,探索监测监管业务体系构建研究,并以重要控制线监测监管为应用案例,为开展面向自然资源的“5G+无人机”监测监管体系提供业务支撑。In order to advance the modernization of China's system and capacity for governance,with the integration of natural resources institutions and functions,the task of monitoring and supervision of natural resources is becoming more and more onerous while the requirements of timeliness and intellectualization have increased.5G,UAV,Internet,Internet of things,cloud computing and big data,artificial intelligence and other new generation information technology development and application will empower the new difficulty solving of natural resources monitoring and supervision.In this context,the paper starts from the application of"5G+UAV"and other new generation technologies to realize the construction of natural resources intelligent sensing monitoring and supervision system,studying the current situation of natural resources monitoring and supervision,sorting out the business system and demand of natural resources,and exploringly researching the construction of monitoring and supervision business system.Important control lines monitoring has been used as practical case to provide business support for"5G+UAV"monitoring and supervision system of natural resources.
