中国在非洲东北角经济园区的开发运营经验及其启示

摘　　要：以非洲东北角地区的埃及、埃塞俄比亚、吉布提和苏丹的中国在非洲投资经济园区为研究样本,基于这些经济园区的开发与运营的经验认知,包括国家政治外交关系与经济战略合作引领,国家间部门合作机制促进园区优惠政策落地,东道国对园区建设的促进政策,园区开发合作中的决策权与利益权衡,以及园区发展的核心挑战是园区开发投资大及回报期太长,等等,通过对园区开发实例与数据的辨析,归纳园区开发与运营的若干政策建议及管理启示。This paper takes the Chinese-invested economic parks in Egypt,Ethiopia,Djibouti and Sudan in the northeast corner of Africa as the research sample.Based on the reports of the Ministry of Commerce,CCTV and People’s Daily,the experience of the development and operation of these development parks is extracted,which includes the guidance of national political diplomatic relations and economic strategic cooperation,department cooperation mechanism between countries to promote park preferential policies to the ground,the promotion policy of host country for the industrial park construction,as well as the decision rights and benefits balance in park development cooperation,the core challenge of park development investment’s long term for break even.Also from the analysis of the examples and data of the development of the park,this paper summarizes and extracts some policy suggestions and inspirationsfor the development and operation of the park.
